immediate challenges, ensuring long-term energy security will require structural reforms, infrastructure development, diversification of energy sources, and an integrated national energy strategy, the report said.

In addition to the recommendation to increase the strategic petroleum reserves to cover at least 90 days of reserve, they suggested full automation in the fuel supply system and introducing digital monitoring mechanisms to improve oversight and prevent disruptions.

It also urged the government to strengthen legal measures against illegal stockpiling and smuggling of fuel products, expand the use of LNG and renewable energy, and expedite the implementation of major energy infrastructure projects, including the Dhaka-Chattogram oil pipeline, the Single Point Mooring (SPM) project and the Eastern Refinery Limited Unit-2 (ERL-2).

The committee further recommended studying the feasibility of allowing private companies, alongside the Bangladesh Petroleum Corporation, to import fuel products and intensifying public awareness campaigns on energy conservation.

The report also proposed making rooftop solar installations mandatory and strengthening oversight to ensure installed systems remain operational.

It called for measures to reduce system losses and comprehensive planning for electricity generation from oil, gas, coal, solar and wind sources.

The opposition members submitted 10 separate recommendations, all of which were incorporated into the final document.

Among them was a proposal that future forecasts of electricity and energy demand be conducted by independent experts free from political influence.

The opposition lawmakers cautioned against inflated demand projections and argued that there may be no immediate need for further expansion of the country’s installed power generation capacity.

They also recommended maximising generation from existing coal-fired power plants, accelerating offshore gas exploration, increasing domestic gas supply and prioritising gas-based power generation using domestic resources over expensive imported alternatives where possible.

The committee concluded that timely government action, parliamentary oversight, modern technology and public participation would be essential to building a stronger, more stable and sustainable energy system capable of withstanding future global shocks.
