The Ministry of Housing and Public Works yesterday issued a seven-point directive to simplify its services, including scrapping the requirement for lessor approval regarding purchase, donation, gift (hiba), mutation, transfer, power of attorney, or loan permission for residential plots and flats.

According to the directive, prior approval from the lessor organisation will no longer be needed for ownership mutation through inheritance, purchase, donation, or gift (hiba).

The same exemption applies to the execution or cancellation of transfer deeds, power of attorney deeds, and loan permissions for residential plots and flats developed and allotted by the ministry and its subordinate agencies.

These activities can now be completed without approval from the lessor organisation for properties listed in the official schedule.

To prevent ownership disputes and ensure proper record-keeping, buyers or transferees must submit a certified copy of the executed deed and mutation documents to the lessor organisation within 90 days of execution.
