The interim government yesterday directed the law ministry to formulate laws for the establishment of two separate commissions within the police force to ensure accountability and internal investigations without external influence.

The commissions will be named the Independent Investigation Services and the Internal Complaints Commission.

The law adviser or a minister would be the chair of the Independent Investigation Services, which will handle investigations and the resolution of complaints against police members.

The home adviser or a minister would be the chair of the Internal Complaints Commission, with the Inspector General of Police (IGP) serving as the member secretary.

This commission will work towards establishing a people-friendly police force, resolving complaints from aggrieved police members and ensuring transparency and accountability in police activities, recruitment, promotion and postings.

It will also oversee police training, capacity building, development and welfare management, police promotion, selection of the police chief, organisational structure reforms, and law-making and research.

The decision came in yesterday’s advisory council meeting, which discussed the progress made on the recommendations made by the reform commissions, The Daily Star has learnt from people with knowledge of the discussions.

The meeting decided to divide the proposal for the formation of an independent police commission into two separate commissions.
