The High Court (HC) yesterday issued a contempt of court rule against the home secretary, inspector general of police and chairman of Bangladesh Road Transport Authority (BRTA) for not implementing its order of installing speed governor seals, a speed monitoring device, in all public vehicles.

The court asked the respondents to explain in four weeks why legal action should not be taken against them for not complying with its directive.

HC bench of Justice Md Ashfaqul Islam and Justice Mohammad Ali issued the rule following a petition filed by Nasir Uddin Khan, a resident of Dhaka.

In 2009, the HC directed the government to take steps by June 30, 2010, to install speed governor seals in all public vehicles to prevent road accidents, petitioner's lawyer Advocate Abdul Muntakim said.

But, the respondents have not taken any step for complying with the HC directive, amounting to contempt of court, he added.
