India on Monday offered 100 million dollars for the tens of thousands ofTamil civilians displaced by conflict in Sri Lanka.

"I propose to allocate five billion nipees for the rehabilita tion of die internally displaced people and the reconstruction of the northern and eastern areas of Sri Lanka," Finance Minister Pranab Mukherjee said in his budget speech to parliament.

Nearly 300,000 civilians fled their homes in the final stages of the Sri Lankan military's offensive against the Liberation Tigers ofTamil Eelam separatist force.
