I am very much surprised that no party has raised the issue of Bicameral । Parliament at the pre-SANGLAPH! ’ When will we be a political nation?

years!

Still we don't understand what NATIONAL GOVERNMENT is. Still we are not able to differentiate between national government and local government. Is national government

DUCSU, Union Council, private association or a political party?

Is an Elected Government and Democratic Government the same? Hitler's government, Mussolini's government and Marcos' government were elected governments!! Were they democratic governments?

Local governments are not sovereign authorities, they operate under the laws and regulations of the national government. National government is the SOVEREIGN authority of law making. Without democratic check and balance institutions, the national government cannot be a democratic government. So, "Bicameral Parliament" is an indispensable institution for a national government of a Unitary or Federal state to be democratic.

After independence, our National Leaders failed to set up a democratic government. In 1972, we constituted a Parliamentary System with 'Unicameral Parliament'. From our experience of 1956-58, we constituted "party control system" for stability of government. As a result, the system

had become ONE PERSON RULE (autocracy of the President or Prime Minister) and parliament had become a rubber stamp.

After the movement in 1990, we again re-instituted the same Autocratic Parliamentary System of 1972.

Bangladesh is a People's Republic, not a Kingdom. So, nothing would be legal without the endorsement of the elected/people's government, even the appointment of Judges in the Supreme Court and their functions. Fair and neutral elections were held in 1991, 1996 and 2001 under the caretaker government (CTG). Under the present CTG, a similar election also will be held this year. So, the major issues of the SANGLAPH must be: Reorganisation of Bangladesh into nine divisions; bicameral parliament and a fair and free election system
