KHAGRACHHARI, Nov 10: Jyotirindriya Bodhipriyo Larma, Chairman of Parbattya Chattagram Jana Sanghati Samity (PCJSS), has accused 'a quarter within the government1 of obstructing implementation of the CHT peace accord.

They do not want to see peace becomes permanent in the CHT. Eleven months after the signing of the agreement, the three hill districts bills are yet to become laws." J B Larma. also known as Shantu Larma. told a rally here today.

The rally was organised by PCJSS to mark the 15th death anniversary of its founder Manabendra Narayan Larma. He was assassinated by a renegade faction led by Prlty Kumar

Chakma in 1983 at his hideout in Tripura,

It was the first time the PCJSS observed Manabendra's death anniversary in public. It was also the first public rally of PCJSS since signing of the CHT accord.

Shantu Larma also accused the government of dilly-dally over the implementation of the accord since it was signed on December 2 last year.

Despite a general amnesty for all the tribesmen under the accord, cases were yet to be withdrawn. A dozen members of Shantibahini are still in jail. Larina claimed. He said that it was not clear to PCJSS why the government was 'weak' Jn im-

plementing the agreement and urged the prime minister to state 'frankly' whether she would like to implement the accord or not.

The PCJSS chief also blasted those who are now demanding 'total autonomy' and said they have much in common with those who had killed M N Larma. These killers are "puppets of foreign conspirators." he observed urging people to remain alert.

Shantu Larma further said that the government had brought an amendment to the Rangamati district bill. But it failed to bring amendment to Bandarban and Khagrachhari district bills, he alleged.

Among others, the rally was addressed by Hansadhajj Chakma. convenor of the liaison committee. Nabin Kumar Tripura. Aborigine Bangalee Welfare Parishad leaders Abdul Gafur and Mostafizur Rahman. Shaktipad Tripura. Rosmoy Chakma. Tatindra Lal Chakma (Pele) and Waiching Marma.

On the occasion. PCJSS also made public a list of 186 members of Shantibahini killed during the insurgency and paid tributes to them in a resolution

Earlier, it brought out a mourning procession at Khagrachhari town. Different organisations of tribals paid tributes to their late leader and offered wreaths at his portrait. The mourners included Shantu Larina.
