PARIS. Mar 2: The .World Bank on Friday announced the first emergency plan to get war-shattered Bosnia back on its feet. But it’s already running . into trouble finding the money to pay for It. reports AP.

The plan will cost 160 mil-/ lion dollars, of which 45 million dollars is provided by the World Bank and the rest by donor nations. But their contributions amount to only 75 million dollars. The World Bank said it doesn't know where the 40 million dollars

difference will come from.

And that's Just the emergency plan for the next several weeks. Michel Noel, chief of the the World Banks Central Europe operations, said the bank estimated overall reconstruction will cost 1.8 billion . dollars this year alone, and 5 1 billion dollars over the next four years.

"For someone who has been through so much destruction. 5 billion dollars appear a bit paltry, but it seems like an enormous amount for those

providing the ‘ money.' ' Noel told reporters."

The emergency plan Includes help 'in rebuilding rpads. bridges and utilities tie stroyed by four years of avar. It includes desperately needed seeds, fertilisers and pestl tides to revive fanning in the lush Balkan nation and break its he^vy dependency on food 'aid.

To lump start the economy and state services, the project will help the Bosnian government rebuild its bureaucracy, tax-collecting and customs services. Businesses such as textile, clothing, leather, wood and paper Industries will get quick loans to restart.

"Some of these industries are labour intensive, and their rapid revival would help generate employment and assist in the reintegration of demobilized soldiers and others displaced by Ihe war." the World Bank sat'd 111 a sptcincni .

Hundreds of thousands of people llave fled Bosnia, which had a pre-war population of 4 million. About 250.000 were killed or are missing and about 1 million are unemployed The World Bank estimates the war caused up to 30 billion dollars in damage to Bosnia.

The emergency plan s social fund aims at providing subsidies for poor families during the phasing out of the foreign food aid that 80 per cent of Bosnians will depend on. Noel said.

The fund also will provide support to the nearly 38.000 children who were orphaned by -the war.

"We hope that wtthin one or two years we will have -reestablished normal social security systems, like pension funds and unemployment insurance. so these special social funds can be phased out." Noel said.

Besides the World Bank, emergency plan donors include the European Union, the United States. Canada and the European Bank for Re construction and Development.
