The parliamentary probe committee to investigate the alleged corruptions of the Irrigation and Flood Control Ministry and the minister concerned yesterday resolved to make no further effort to frame the terms of reference for the proposed investigation.

The unanimous decision came at a meeting of the 15 member committee-comprising members of both‘the treasury and the opposition benches — yesterday when they found both sides unbending on their stands. .

During the 15 meetings of the probe body since its for-matfon on July 13 last year, the opposition members on the committee had demanded that the activities of the entire ministry be investigated.

The treasury bench members opposed this saying a parliamentary standing committee was already there to monitor the activities of the ministry. A

special committee formed in the House on the basis of specific allegations was supposed to probe the specific charges only, the ruling party legislators on the committee asserted.

The committee, finding further meeting oh the terms of reference to be .a futile exercise. decided to go back to the House soon with a final report containing the differences of opinions.

The probe body, however, submitted a primary report' expressing disagreement on the terms of reference during the last session of the Jatiya

‘4 According to yesterday’s decision, the final report will contain the proceedings of all the 15 meetings. Sources in the parliament secretariat told this correspondent that the committee members had so far been about five hundred pages of hand written deliberations.

The opposition members of the committee demanded the" report to be produced in the House during the current session of Parliament. Speaker Shaikh Razzak chairman of the probe body, tbld the oppo-, Sitton members that he would try his best to produce the report during the current session hut the printing-,of the text would take more time.

Meanwhile, the treasury and the opposition members of the committee started a fresh debate yesterday when Education Minister

Jamfruddin Sircar proposed that an introduction to the report be prepared holding the opposition members responsible for the committee's failure to frame the ■ terms of reference. The opposition members protested the move.

, The Education Minister changed his position only when Rashed Khan Menon started drafting an introduction blaming the treasury bench members.

In his proposed draft, Menon observed that the treasury bench members consistently showed an unbending attitude towards their original stand all-through the meeting which actually foiled the proposed investigation. Besides, the treasury bench members did not agree to the opposition demand for calling Irrigation Minister Majid u) Huq and Tofael Ahmed — the accused and the accuser —before the committee. Menon said.

Finally,. the members of both the benches decided to abandon the idea of incorporating into the report any statement blaming each other. Now, the report Is scheduled to contain a statement that the members had made best efforts to reach an agreement on the issue but failed to narrow down the difference of opinions.

Once the final is report produced in the House, the Jatiya Sangsad will decide the fate of the proposed investigation.
