Cities have until December 1 to confirm their interest to the Commonwealth Games Council, which will choose England's official candidate on February 2.

"I believe that England has an excellent case for hosting the 2002 Commonwealth Games." Scott said. "2002 will be the Golden Jubilee Year of the queen's accession to the throne. So 2002 will be a notable year for the Commonwealth."

If Manchester does go for the Commonwealth Games, it would effectively rule out the possibility of the city launching a third consecutive bid to stage tlie Olympics in 2004.

The Commonwealth Games Federation will select the host city in 1995.
