JAKARTA. Sept 8: Indonesia has restructured its only offi-clally-sancttoned trade union, a pro-government labour leader said. But critics said the changes were cosmetic and only aimed at protecting trade concessions from Washington, reports Reuter

"Joko Daulat. a deputy chairman of the pro-government SPSI union, said the organisation had now become a coordinating organisation to 13 unions based on Industrial sectors.

The Clinton administration, critical of Indonesia's working conditions and crackdown on Independent unions, has given Jakarta until February to improve labour rights or lose tax-free concessions under the generakaed only of preferences.

Indonesia has long recognised only the SPSI despite in theory allowing other unions. The largest independent union, the Indonesia welfare labour union or SUSI was barred from holding Its first Congress in July.
