The Jatiya Sangsad goes into its budget session at 10 this morning.

The national budget for 1993-1994 fiscal will be placed in the House on June 10, sources in both Finance Ministry and the Parliament Secretariat said.

This will be the tenth session of the Fifth Parliament.

Earlier, the current parliament, constituted after the general elections In Feb 1991, approved the national budgets for 1991-92 and 1992-93.

According to official sources, Finance Minister M Sajjur Rahman is expected to propose a revenue budget of Tk 13,000 crore Including Tk

9,500 crore from the National Board of revenue (NBR) sources.

Along with the revenue budget, a Tk 9,750 crore Annual Development Programme (ADP) would be placed in the House for consideration. The ADP was okayed by the National Economic Council (NEC) earlier last month. The government has also projected Tk 2,800 crore for the ADP from the revenue surplus In the budget for the next fiscal.

Meanwhile, the Business Advisory Committee of the Jatiya Sangsad, comprising senior MPs from different political parties, met yesterday morning to decide the issues,

as well as the order of business, to be discussed in the House during the budget session.

According to meeting sources, the House would deliberate on four bills pending before It during the first two days of the session.

The bills are the Bank Company (Amendment) Bill, 1993, the Bangladesh Freedom Fighters' Welfare (Amendment) Bill, 1993, the Securities and Exchange Commission Bill, 1993 and the Securities and Exchange (Amendment) Bill, 1993.

All the four bills — earlier promulgated as ordinances be-tween the eighth and ninth sessions — were moved In the House by the treasury bench in the five-day long last session. The ordinances were duly laid before the House on the first day of the ninth session May 9 last.

On June 8. the parliament members will have two separate general discussions on issues of national import — problems emerging out of the Farakka barrage in India and the crisis in the country's Jute sector. On June 9 they will have another general discussion on ways and means of alleviating poverty.

The budget would be placed, along with the supplementary one. in the afternoon of June 10.

The first week of the session will see two sittings a day, sources in the advisory committee said. Besides these issues, 10 fresh bills are also expected to be introduced during session.

The House is likely to vote on the budget on June 30.

Meanwhile, some MPs, including Monlrul Hoque Chowdhury of the Jatiya Party, have submitted a resolution to the Parliament Secretariat seeking discussion in the House about who was acting as the President In the absence of President Abdur Rahman Biswas, who is out of the country.

The President went to Saudi Arabia to perform Hajj last month.

According to the constitution, the Speaker of the Jatiya Sangsad Is supposed to function as the Acting President In the absence of the President But Speaker Shaikh Razzak All was not functioning as the Acting President following Abdur Rahman Biswas' departure for Saudi Arabia on May 26.

According to convention, Parliament today will elect a panel of- chairmen to conduct business of the House in the absence of the Speaker and the Deputy Speaker.

The order of the day also Includes adoption of obituary references. The budd£H*k>-sfon, according to tj sus reached by the Advisory Committee members yesterday, will continue till the first week of next month.

The committee, however, will review the decision in case any issue affecting national interests emerges during the session.

The Advisory Committee meeting was chaired by Speaker Shaikh Razzak All while Deputy Speaker Humayun Khan Panni was also present.

Prime Minister and Leader of the House Begum Khaleda Zia was represented at the meeting by the Agriculture Minister Majtd-Ul-Huq while Begum Sajeda Chowdhury represented Leader of the Opposition Sheikh Hasina.

Deputy leader of the House Prof AQM Badruddoza Chowdhury. Chief Whip of the Jatiya Sangsad Khandaker Delwar Hossain, Local Government and Rural Development (LGRD) Minister Barrister Abdus Salam Talukder, Works Minister Barrister Rafiqul Islam Mlah and Farida Rahman of the ruling BNP were present at the meeting.

Chief Whip of the Opposition Mohammad Nasim, Tofael Ahmed and Mohiuddin Ahmed represented the Awami League while the Jatiya Party was represented by Monlrul Hoque Chowdhury. Matlur Rahman Nizami of the Jamaat-e-Islami and Shamsuddoha of the Communist Party of Bangladesh also attended the meeting.
